Years of hand-wringing and chest-thumping over the future status of Kosovo may finally be drawing to a close. In the next few months, adroit diplomacy to secure Kosovo’s independence could yield a victory for Muslim democracy, a better future for south-east Europe and validation for the judicious use of American power.

But along with the potential for triumph in Kosovo, there is a growing risk that Serbia and Russia will conspire to seize defeat from the jaws of victory. Extremists in Belgrade and Moscow are – for very different reasons – hoping to use Russia’s United Nations Security Council veto to quash Kosovo’s bid for independence. If they succeed, the Balkans will emerge as another source of bad news in a world already crowded with crises.

During the seven years since Nato ended Slobodan Milosevic’s reign of terror in Kosovo, a UN-backed administration has largely succeeded in bringing stability to the province. However, Kosovo’s people are justifiably tired of a status quo marked by uncertainty and economic privation. These two intertwined problems will continue so long as the debate over the province’s future remains unresolved. Its ambiguous status is also leading to stagnation in Serbia.

Nationalist politicians in Belgrade have embraced the fight against Kosovo’s independence to divert public attention from their own failures and Serbia’s stalled bid for European Union membership. The actions of Vojislav Kostunica, Serbia’s prime minister, have been particularly disappointing. In addition to refusing international requests to call for the arrest of war crimes fugitives Ratko Mladic and Radovan Karadzic, Mr Kostunica has rejected every attempt at compromise on Kosovo. Serbia’s moral authority on the issue hit a new low in October when the 1.5m ethnic Albanian residents of the province were denied the right to vote in a deeply flawed constitutional referendum that declared Kosovo an integral part of Serbia.

To their great credit, the people of Serbia have proved more realistic about Kosovo than their elected leaders. Opinion polls show that many Serbs foresee that the province will gain independence. Ethnic Albanians in Kosovo, meanwhile, overwhelmingly expect to sever ties with Serbia. With citizens on both sides of the issue ready to finish the debate and move on to more constructive challenges, leaders who block a solution will do so at their peril.

Historically, trouble in the Balkans is almost always the result of false expectations. On the whole, the citizens of south-east Europe are mentally prepared for an independent Kosovo.

If Belgrade postpones a settlement it will reopen the issue for many Serbs previously resigned to Kosovo’s independence and further inflame frustrations among the region’s ethnic Albanians. The result could be a return of the mob violence that shook Kosovo in March 2004.

A Russian effort to delay a deal on Kosovo would be in keeping with the Kremlin’s habit of fostering weak, subservient governments in formerly communist states. Moscow has apparently reached the conclusion that impoverished, unstable regimes are easier targets for manipulation than prosperous, independent countries. It has made extensive, public use of oil and gas diplomacy to undermine the budding democracies of eastern Europe. Less attention has focused on the Kremlin’s quiet efforts to exacerbate territorial conflicts in Georgia, Moldova and Azerbaijan. Serbia could become the latest victim of this strategy.

Kosovo is not ready for full sovereignty. Even after independence, Nato and the international community will need to provide security guarantees for Kosovo’s minorities and strengthen its economy and institutions. But it is time to grant the province independence. The longer the status debate continues, the further Kosovo and Serbia will fall behind other rapidly progressing former Yugoslav republics such as Croatia and Slovenia.

Success in Kosovo, if realised, will have implications far beyond the Balkans. A responsible Russian approach to the issue could demonstrate the Kremlin’s commitment to global order at a time when its credibility is in tatters. The people of Kosovo – already the most pro-American in the Islamic world – will provide a much-needed example of a successful US-Muslim partnership. Stability in south-east Europe would be a welcome bit of good news and offer hope in a season of tremendous foreign policy challenges.

Where Will China’s ‘One Belt, One Road’ Initiative Lead?




As advertised by Beijing, the “One Belt, One Road” (OBOR) initiative, China’s grand scheme for knitting a network of roads, ports, railways and other links from East China through Southeast and South and Central Asia all the way to Europe exceeds both in scope and ambition the Marshall Plan used to rebuild Europe after World War II.

The “belt” of land-based links is paired with a 21st century “Maritime Silk Road” stretching from Australia to Zanzibar. Chinese President Xi Jinping launched the OBOR initiative in 2013, two years after then-U.S. President Barack Obama initiated the Trans-Pacific Partnership (TPP) trading bloc across the Pacific region. Now that Obama successor Donald Trump has carried out his pledge to withdraw from the TPP, the expectations are that Chinese-backed strategies like the OBOR will gain momentum. China experts say that this is a positive development, but there is skepticism over whether Beijing will follow through with the gargantuan amount of funding needed, whether big debt-financed projects bankrolled by China will benefit the recipient countries, and whether those projects will actually make sense in the long run.

For many countries in the region, China is by far the biggest source of financing: Beijing’s Export and Import Bank of China alone lent $80 billion in 2015, compared with more than $27 billion from the Asian Development Bank. Chinese involvement in building railways, ports, roads, dams and industrial corridors is helping to expand its economic and geopolitical sway across Asia, the Middle East, Europe and Africa.

China experts and economists say that the initiative makes sense and that it will accelerate as the U.S. turns more insular under Trump. “It is unfortunate that many U.S. diplomats and members of the previous administration worked for nearly a decade to push toward the TPP and now it is torn apart,” says Louis Kuijs, head of Asia Economics at Oxford Economics in Hong Kong. The U.S. is turning its back on the rest of the world at a time when the world needs an open and engaged America, he says. “It is very likely and understandable that China … will try to fill those gaps with this initiative, and that is very logical — it’s something the U.S. will later deeply regret,” Kuijs says.

The OBOR effort has not gotten the degree of attention it deserves, says Pieter Bottelier, visiting scholar of China Studies at Johns Hopkins School of Advanced International Studies in Washington. “I am concerned that its significance is underrated in the U.S. and in the West in general. It is a very positive initiative and a major vision of how China can collaborate with countries in its neighborhood, Europe, Latin America and Africa in a way that is in the long-term interest of China and [the global economy],” Bottelier says.

The geopolitical aspects of the OBOR initiative could eventually draw attention from the Trump administration, given its strong stance on national security. “It is an economic initiative, but along the way China will expand its military bases and so forth,” says Wharton emeritus professor Franklin Allen, who also is a professor of finance and economics at Imperial College London. “On the sea routes they will develop their military capability and on the land routes, too.”

From Kuijs’ point of view, Beijing views the OBOR initiative as a strategy needed to support its growing economic might. “Many outsiders are skeptical and do not know exactly what it is, but it is taken very, very seriously by the Chinese government and we should take this very seriously,” he says. “The Chinese government is thinking, ‘We are the second-biggest economy in the world, and it may take 10 years or 20 years but we will be the world’s biggest economy at some point.’”

While it is sweeping in scope like the stalled TPP, which aims to create a trading bloc around the Pacific Rim, the “One Belt, One Road” plan is not a free trade agreement. It’s more of a blueprint for integrating China’s trading partners by developing their infrastructure — ports, roads, airports and railways — in a way that complements Beijing’s own interests. Infrastructure-led development worked well for China, in Beijing’s view, and now it wants to expand that approach internationally, Kuijs says.

The “One Belt” refers to a “Silk Road Economic Belt” from China through Central Asia to Europe. The “One Road” refers to Beijing’s concept of a “21st century Maritime Silk Road” to connect China to Europe via the South China Sea and Indian Ocean. The initiative involves developing six economic “corridors”: a China-Mongolia-Russia corridor; a new Eurasian “Land Bridge”; a corridor from China to Central Asia and Western Asia; a China-Indochina peninsula corridor; and, a China-Pakistan economic corridor; and 6. a Bangladesh-China-India-Myanmar economic corridor.

Chinese President Xi Jinping said in his speech at the World Economic Forum in Davos, Switzerland in January that more than 100 countries and international organizations have given warm responses and support to the initiative and that more than 40 countries and international organizations have signed cooperation agreements. So far, Chinese companies have made more than $50 billion of OBOR-related investments and launched a number of major projects in the countries along the route, he added. At least 65 countries are included in the OBOR initiative.

While the grand vision is laudable, there are many unanswered questions: How would it be done? And what would be the project, environmental and engineering standards implemented under this umbrella?

“There would be serious doubts over protection of minority populations and environmental concerns,” Bottelier says. As for the scale of OBOR, there’s no consensus over how many projects it would involve at what cost and in what time frame. “It is pretty obvious that there is no limit to the amount of infrastructure that is needed in those countries.”

The Asian Development Bank says infrastructure development in Asia and the Pacific will exceed $22.6 trillion through 2030, or $1.5 trillion per year. In a recent report, “Meeting Asia’s Infrastructure Needs” issued in February, the estimate rises to more than $26 trillion, or $1.7 trillion a year when costs for climate change adaptation and mitigation are included. “This is a grand vision, and it may take a decade, but there is no rush. You cannot really put any number on the total investment,” says Rajiv Biswas, Singapore-based Asia-Pacific chief economist at IHS Markit.

The China-led Asia Infrastructure Investment Bank, or AIIB, is seen as a linchpin for OBOR financing. So far, however, it has provided only $1.73 billion to support infrastructure projects in seven countries, including Pakistan, Bangladesh, Tajikistan, Indonesia, Myanmar, Azerbaijan and Oman since it was launched in January 2016.

Noriyoshi Ehara, chief economist at the Tokyo-based Institute for International Trade and Investment, says the financial infrastructure for OBOR is gradually taking shape. Apart from AIIB, China also has a $40 billion Silk Road Fund and a New Development Bank to fund the OBOR initiative. “There has been good progress in getting these frameworks in place,” Ehara says. Ultimately, he adds, Beijing may not limit OBOR to infrastructure but may make it the foundation for regional and bilateral free trade areas (FTAs). “We are not sure if China will succeed, but the world is changing, and more and more countries are joining this initiative,” he says. With the TPP in trouble, OBOR is getting more attention.

China’s Deep Pockets

Already, more than $900 billion in projects are planned or underway, Fitch Ratings noted in a report titled “China’s One Belt and One Road Initiative Brings Risks.” It says most funding will likely come from China’s policy banks, the Export and Import Bank of China, China Development Bank and its largest commercial banks. “We estimate that outstanding loans from Chinese banks total $1.2 trillion, and a large portion of that has financed infrastructure projects involving Chinese state-owned enterprises,” the report says. China also has other major financial resources such as its sovereign wealth fund and foreign exchange reserves.

One project that got a head start was construction of a railway link from the port of Piraeus in Greece to Eastern Europe. Piraeus is a gateway to Europe for Chinese products, and major Chinese companies have been using the port to enter the European market. China, through its China Ocean Shipping Company, bought a 67% stake in the port’s Pier I from the Piraeus Port Authority SA in January 2016.

The European Union (EU) is welcoming OBOR, but cautiously. “China basically owns Piraeus Port close to Athens and this railroad is meant to link all the way up to Budapest in Hungary, which also is an EU member,” notes Kuijs. “The EU is now looking at this project, which clearly is projecting China all the way into Europe, to see to what extent it is compatible with EU rules and principles.”

Apart from questions over whether Chinese-led projects might conform with global standards on such issues as environmental protection and labor rights, some economists question if a massive, policy-led OBOR push on infrastructure development will turn out to be economically sound. “Let’s see what kinds of projects they are getting in the next couple of years and what kinds of returns they are getting,” Biswas says. “Because in the end, if they are not delivering on the returns, then the banks that are lending will eventually say we need to be careful and we cannot keep doing this without any returns because it has to be commercially viable.”

A flood of lending to smaller countries lacking strong foreign exchange reserves might not be able to repay the loans if projects fail to generate revenue as expected. Fitch warns in its report on OBOR that some of the loans are large enough to have an impact on borrowing countries’ public finances, if debt-servicing from project proceeds becomes a problem.

That problem already is surfacing in Sri Lanka, where China signed a deal in late 2016 to further develop the strategic port of Hambantota and build a huge industrial zone nearby. China has spent almost $2 billion so far on Hambantota and a new airport. But hundreds of Sri Lankans clashed with police at the opening of construction in January of the industrial zone in the south, saying they would not be moved from their land. It was the first time opposition to Chinese investments in Sri Lanka turned violent. Newly elected Sri Lankan President Maithripala Sirisena had said the new port deal with China was unfair in his campaign, but after taking office approved an agreement to lease an 80% stake in the port to the China Merchants Holdings for 99 years in exchange for $1.1 billion in debt relief.

Concerns over the ability of smaller developing countries to protect their own interests underscore the need for involvement of Western countries, especially from the EU, since Japan and the U.S. have continued to shun the AIIB. “You have weaker institutional capacity and weaker governments like in Cambodia and Central European countries. They may be persuaded by Beijing to take on large debt to finance projects. They and other developing countries in the past ended up with large debts incurred to finance dubious projects that do not help their economies. That is the risk for countries that do not have the capacity to independently make cost-benefit analyses,” Kuijs says.

While there’s nothing wrong with investing more in poor countries, and in increasing economic interactions between poor countries and China and the rest of the world, “it would be beneficial for Western countries to take this initiative very seriously and to become its counterparts in this rather than having China sort it by itself,” he says.

Of course, that begs the question of whether China would welcome their involvement. “This is China’s initiative, but this is not the AIIB. They want the rest of Asia to be part of it, but more on a bilateral level,” says Biswas. China’s vision is of a partnership with other developing countries in Asia. “Having Europe be part of it is a different story,” he says. “One Belt, One Road is relevant for Europe since China wants to link its rail to Europe. So, China wants Europe to be part of [OBOR], but not as a key driver,” Biswas added.

China’s Slowdown Is a Catalyst

One of the main factors driving the OBOR effort is the slowdown in China’s own economy. The Communist Party is striving to transition away from growth led by investment and exports to development led by domestic consumer demand and services, and to keep growth at more sustainable levels than in the past. The government set a growth target of 6.5% in 2017 at the National People’s Congress in March, down from a 2016 target of 6.5% to 7%. In a sense, China is seeking to export the investment-led part of its economy, to help its own overbuilt heavy industries and provinces.

But Kuijs doubts OBOR projects will do much to help China with its huge overcapacity problems in many industries, especially steel, glass and cement. Compared to the size of China’s steel industry or other industries, it would take a very long time for demand from the projects to be big enough to make a difference, he says. “Many of the projects are far away from China, and some types of steel are worth transporting but not all kinds of steel. It would not help reduce excess capacity of cement because it is not economically viable to transport cement over such long distances,” Kuijs says. Bottelier, also, sees overcapacity as only a marginal factor in the OBOR plan.

Looking back at how far China has come since it launched its market-oriented reforms and opened its economy, there’s reason to hope the OBOR strategy will have a significant impact over time, Allen says. “It is quite likely that China will succeed in this initiative, though it may take a half-century.”

I take your point. Any race that features Smilin" Dan on the podium is a good one. And Stroll on the podium was terrific. Valteri on the podium was a good thing too. He had a heckuva drive. I suppose part of my dislike for the event is the chaotic and semi-ridiculous rules structure. Despite all the chest thumping about the sport's focus on safety, it chooses to race on a track that compromises safety by its narrowness and lack of run off areas simply because the government is shoveling bucket loads of dollars at the sport. I annoys me that the track makes the pace c too slow to keep brake and tire temperatures high enough to make restarts safe. As soon as one ends, another begins. These idiosyncracies are acceptable at Monaco because, you know, it's Monaco. They are totally unacceptable at a venue that does not have nearly a century's worth of racing lore to its credit. And finally, it really sticks in my craw that the sport is whoring for Azerbaijan, a corrupt autocracy that is the very embodiment of the world's addiction to fossil fuels. Other than those minor quibbles, I thought the race was most entertaining!

It's a disgusting excuse for letting drivers get away with lesser or no penalties because they're doing good in the championship. When the steward from the Azerbaijan GP said that he didn't want to influence the championship too much, he was admitting that there is a clear double standard when judging incidents affecting championship contenders versus drivers not in the championship fight. I can't see how you can dismiss this by saying we don't want the championship decided by the FIA or in the boardroom. It's not as though teams are always demanding scrutinizing of other teams' cars in the hopes that one might have a rear wing a millimetre too long or something petty like that. Anyone can see what happened on TV. Just because the stewards have set a precedent with the Grosjean crash in 2012 doesn't make this okay. Are they afraid of negative press coverage because applying punishment for breaking their rules is "influencing the championship"? Nonsense.

          "This is a war": Inside the global "pro-family" movement against abortion and LGBT rights   

At a recent summit in Budapest, anti-abortion celebrities and anti-gay rights activists gathered with their political allies waging a ‘spiritual war’ for the ‘traditional family.’

In a darkened hall at the Budapest Congress Centre, an image of the classic American TV show, The Brady Bunch, appears illuminated on a giant screen. At the podium is Jack Hanick, a former Fox News producer who describes television as “at the centre of a spiritual war”.

Hanick points to the 1950s as the golden age, when “the father was the central figure” and “the mother stayed at home.” The Bradys were not his wholesome ideal but the beginning of the decay: a “blended family” of stepparents and stepchildren, where the father “has power over only half of the children”.

Fast forward to today and the hit sitcom Modern Family “idealises same sex marriage”. This, Hanick said, is the latest chapter in “TV’s role in the destruction of the traditional family”. He claimed: “This is a war, but it is not a war to be waged in the physical world”.

Hanick was in Hungary in late May for the 11th World Congress of Families summit, with hundreds of other anti-abortion and anti-LGBT activists and their political allies from across the globe. The conference programme described its goal as “to unite and equip leaders to promote the natural family”.

Speakers were explicit: this means a married mother and father and their children. They name-checked diverse fights against comprehensive sexuality education, abortion, same-sex marriage, “gender ideology,” surrogacy, and euthanasia.

But they called for positive, “winning messages,” alliances, and strategies that go after “hearts and minds” – recalling the shorthand used repeatedly by the US for winning over supporters and public opinion in the context of wars.

Several speakers talked specifically about “appropriating the language” of human rights to bolster conservative campaigns.

Attendees included anti-abortion celebrities like Lila Rose, founder of Live Action – the online “pro-life” movement using new media to “target millennial women.” Others came from groups like the National Organisation for Marriage (NOM) and the Alliance for the Defence of Freedom (ADF).

These groups are well-known to women’s rights activists. In the US, the WCF has been described by the Southern Poverty Law Centre as an anti-LGBT “hate group”. The progressive thinktank Political Research Associates says it’s among “the major driving forces behind the US Religious Right’s global export of homophobia and sexism”.

NOM was formed in 2007 specifically to pass California’s Proposition 8 bill to prohibit same-sex marriage. ADF also focuses on legal advocacy. Its founder, Alan Sears, co-wrote a book called The Homosexual Agenda: Exposing the Principal Threat to Religious Freedom Today.

On the WCF programme there were pastors and bishops along with MPs, activists and academics. Delegates came from around the world, including Trinidad and Tobago, Nigeria, and Kenya. Many were from Hungary and the US.

The theme of the summit – “Building Family-Friendly Nations: Making Families Great Again” – included a hint of the “Make America Great Again” slogan used by US President Donald Trump in his election campaign.

Registration was free – though “VIP” tickets were also available at $350 per person, or $500 per married couple, including special receptions, lunches, and a “networking lounge.” There was also an extra one-day European pro-life forum.

After lunch, participants split into groups for sessions like “family advocacy at international institutions” and an “emerging leaders pro-family training” focused on “how to win at networking, campaigning, fundraising and advocacy.”

On Saturday night: a “Symphony of Life.” And on Sunday: a “Viva Familia” Family Festival in Budapest. “We are the builders of the new culture that… will span the globe,” said one speaker at the summit. “We need to redeem Hollywood,” said another.

From South Africa, one speaker said that, after the fall of apartheid in 1994, “the doors were thrown open and an ultra-liberal constitution was imposed on us...and all kinds of wickedness came into South Africa including pornography”.

The “LGBT agenda” he added, “is an ideology that's been imposed on us...it is not part of African culture, it is imported from other nations”.

“This is a war,” he insisted.

A transnational “anti-rights” alliance

For years women’s rights activists have warned that groups pushing back against rights related to gender and sexuality have become increasingly organised and interconnected. Last year, a new Observatory on the Universality of Rights (OURs) was set up by more than a dozen organisations to monitor these groups.

Their first report, released last month, mapped how a “transnational community” of “anti-rights actors” has formed and the impact it's had on “watering down of existing agreements… deadlock and conservatism in negotiations; sustained undermining of UN agencies… and success in pushing through regressive language in international human rights documents”.

Several speakers said “the family” is a “common cause” between countries including Russia and the US regardless of other tensions.

One man said explicitly that attendees should “appropriate" human rights language and use positive messages of love, joy, peace and hope to draw people in.

Another stressed the “key to winning any campaign” is to “bring the majority of the public”. He said: “that's a war of culture, of a whole society”.

After the event, a delegate from the Philippines said the WCF has “created a new model of cooperation between government and national and international family organisations on the defense of human life, the family and marriage”.

In the Philippines, abortion has been criminalised for over a century and President Rodrigo Duterte has recently said the country will not legalise same-sex marriage, stressing that it is Asia’s bastion of Roman Catholicism. Last month, Duterte also “joked” with soldiers on Mindanao island, where he imposed martial law, that they could rape women with impunity.  

In a session at the Budapest summit, Claudio D'Amico read a statement from Matteo Salvini, leader of the Italian right-wing Lega Nord (“Northern League”) party, urging collaboration to defend the “natural family” that is “constantly being threatened”.

D'Amico said pro-family agreements can be struck between MPs from diverse parties. Last year, he said, he helped organise a “Family Lunch” with representatives from countries including Azerbaijan, Belarus, Sweden and Switzerland, on the sidelines of an Organisation for Security and Cooperation in Europe (OSCE) parliamentary assembly.

Photo: Claire Provost.A representative from the Dveri party in Serbia said support from the WCF was “life-changing.” In 2013, “we managed to stop the Gay Pride parade in our capital city,” he said to applause. “We're looking at our neighbours, the Hungarians, as an example of how to create a family-friendly country,” he added.

Hungary is “the hero of pro-family and pro-life leaders from all over the world,” according to the WCF website, celebrating the government’s “defense of family, life, and Christianity”.

The summit itself had opened with a “pugnacious speech” by Hungarian President Viktor Orban, in which he claimed the European Union was dominated by a “liberal ideology that’s an insult to families”. The Guardian called Hungary’s hosting of the summit “the latest episode in Orban’s quest to position himself as a self-styled defender of “European Christian values”, a role he has used to justify his Fidesz government’s draconian treatment of mainly Muslim refugees and migrants”.

Under Orban’s leadership, Hungary has defined marriage as exclusively between a man and a woman, and life as beginning at conception, in its new 2011 constitution. The government has also introduced new policies to promote large families with many children in particular.

Access to abortion, while legal, has been limited by “unnecessary waiting periods, hostile counselling or conscientious objection,” according to a UN working group. Homophobic remarks have been made at the highest level, including by the mayor of Budapest who in 2015 reportedly said homosexuality is “unnatural and repulsive”.

Many of the summit attendees were from the US where Vice President Michael Pence – an “evangelical Catholic” – declared that “life is winning again in America” at an anti-abortion rally in January.

Trump’s administration has already reinstated and expanded the 'Global Gag Rule' prohibiting US foreign aid money from going to organisations that provide or even give information about abortion. It has also defunded the United Nations Population Fund (UNFPA).

Earlier this year, the US government’s official delegation to the UN’s Commission on the Status of Women meetings in New York also included an activist from the Center for Family and Human Rights (C-FAM) – a key player in the “pro-family” lobby at the international level. Among other things, C-FAM sends out e-mail newsletters with subject lines like: “Anti-Christians Continue Attack on Pro-Lifers, Your Help Needed” and “8 Days and Counting...Radical Feminists Descend on UN”.

"Positive stories"

The OURs report warned that “anti-rights actors are making inroads into human rights standards” with growing numbers and networks and “imaginative and sustained re-conceptions of what human rights norms should and do mean”.

At the international level, it said, these groups “are no longer merely on the defensive or reactive; they are strategic and proactive”. Their goal, it suggested, is to insert and insist on language at the international human rights level “that validates patriarchal, hierarchical, discriminatory and culturally relativist norms”.

Numerous alternative or parallel human rights declarations and documents have been drawn up and promoted by these groups over the years including the Declaration on Rights of Children and their Families, the Family Articles, the World Family Declaration, the Declaration on the Rights of the Family, the Decalogue of Commitments for Human Dignity and the Common Good, and the San Jose Articles – which assert state responsibility to “protect the unborn child from abortion”.

The WCF summit closed with its own declaration – a “Budapest covenant.” It says: “The natural family is the true reservoir of liberty and the foundation of effective democracy”. For avoidance of doubt, it defines this natural family as one man and one woman, married, for life, for “the purposes of procreation”.

It calls on “peoples and nations to make new alliances" for the "natural family" and put it "at the centre of political and cultural life”.

In his speech, Hanick, the former Fox News producer, insisted, more specifically: “To restore the natural family we must use TV.”

“As more positive stories about any topic appear, public opinion in the US moves,” he said, adding that, when this happens, politicians and courts move too. He closed with a specific challenge to the audience: to “get one positive story about the natural family up every three months on your local TVs”.

Once that’s accomplished, he said, try for every month, then every week, then every day. “Public opinion will change,” he declared. For single, divorced and unmarried parents, LGBT communities, and the reproductive rights of women everywhere, it was an ominous promise indeed.

The third leg of the 2017 FIDE World Chess Grand Prix is set to take place from 5-16th July at the famous Hotel Le Richemond, in the heart of Geneva, Switzerland.

Top seed is Levon Aronian, who is in excellent form this year, having convincingly won the Grenke Classic and the Altibox Norway Chess to jump over 2800 elo again.

Also in the 2800+ club is Shakhriyar Mamedyarov, who has reached a career-high rating after winning the Gashimov Memorial and coming second in the Moscow Grand Prix

Twenty-four of the world's top players are competing in the Grand Prix, with 18 playing in each tournament. (Each player competes in three of the four competitions.) Each stage has a prize fund of 130,000 euros.

The top two finishers will qualify for the Candidates tournament next year to select a challenger to the World Champion, Magnus Carlsen.

The Geneva Grand Prix follows the events that were previously held in Sharjah, UAE, and Moscow, Russia.

After two stages of Grand Prix Shakhriyar Mamedyarov is leading in overall Grand Prix Series with 280 points, Ding Liren is on the second place with 240 points. Alexander Grischuk and Maxime Vachire-Lagrave share the third place with 211,4 points.

The series is organized by Agon Limited, the commercial partner of the World Chess Federation, the game’s governing body. All the games are broadcast on WorldChess.com, the official site of the World Championship cycle.

I don't think Perez will be going to bed with a clear head these days. He seemed to enjoy being the best "midfield" driver, waiting for Ferrari drive. However, with Ocon's results steadily improving and also with Sainz being no slouch I think the results between now and the end of the season for Perez will have massive ramifications on how his career pans out. He knows that, and it seems to be showing.

British people pay to see a British driver. With Palmer's days numbered and no more Button, Mclaren (historically THE British team to go and support) in the doldrums, plus the sheer cost of attending the GP, you can't say attendance wouldn't drop without a "local" hero to support.

Kubica's junior career was pretty mediocre by F1 driver standards. In the 2002 season of Formula Renault 2000 Eurocup, a rookie Hamilton started only 4 of 8 races, and yet still finished ahead of 2nd-year Kubica in the standings (who competed in all 8 races). Hamilton finished 5th while Kubica finished 7th. Hamilton outscored the entire field in the 4 races he competed in. In his two seasons in Formula 3 Euro Series (2003-2004), he was beaten by several top drivers in the current generation: In 2003, he finished 12th, behind fellow rookie Rosberg (8th). In 2004, he finished 7th, again behind fellow 2nd-year driver Rosberg (4th), and also behind a rookie Hamilton (5th) - who went on to dominate and win the championship the following year, winning 15 of 20 races in 2005. Although Vettel didn't directly compete against Kubica in Euro F3, his results were also much stronger than Kubica's. In 2005 he finished 5th, in 2006 he finished 2nd. In short: Kubica 12th -> 7th; Rosberg 8th -> 4th, Hamilton 5th -> 1st; Vettel 5th -> 2nd. In Kubica's winning FR3.5 year, the competition wasn't particularly strong. It was the inaugural season of FR3.5, so every driver was a rookie to the series. Furthermore, the only other future F1 driver who competed in the full season was Markus Winkelhock. That picture isn't proof of anything. It's just one of the very few where Kubica finished ahead of Hamilton that's all.

We can have different opinions but me and a few others did think that Vettel may not have intended to hit Hamilton a 2nd time. That may make it sound worse, I think it was more him being oblivious to his actions than a deliberate wallop. I really don't understand why me assuming this is possible is silly as it sort of explains why he was so puzzled later. Even I can't say his first contact (which I think is all he thought he had done) was exactly dangerous driving. It was worth a penalty but only a small one. If he had deliberately done the 2nd contact, he will have been more aware of it and much less furious on the radio when he got is 10 second stop go penalty as I think he will have understood that that penalty was appropriate for what he did if he realized at the time. But as you say, this is just as bad or possible worse than if he did it on purpose. But he doesn't make these mistakes at high speed and at the speed he was going (which really was incredibly slow), it really wasn't that dangerous anyway. I think the penalty was fair and he certainly deserved it. But I am certain he wouldn't be that stupid that he would pull alongside anybody and do the same at high speed. Others can have different views but this is one way I think it may possibly have been.

Silverstone is already expensive so I doubt they would be able to increase prices much more. The real issue here is the poisonous quick win business model developed by Bernie. F1s new owners need to realise that this is the single biggest threat to the sport. People want to see good racing at good tracks and at tracks with great support. If Silverstone which is the best attended event on the calendar and one of the highest attended sporting events in the world is losing money then something is clearly very wrong. The sport needs to be realigned in a way that benefits everyone involved rather than just being a fancy, glamorous pyramid scheme. If this is not done soon then all we will be left with is anonymous, boring tracks in the middle east with empty stands and a sport on its last legs...

It is quite simple really, if he gets a race ban the he wont do it again. If he gets a 10 second stop and go then he did not really loose anything and still extended his lead. It´s too late now though, the time for race bans has passed. I want to see racing, hard, cheeky racing, not drivers ramming each other.

Not sure what Hamilton has to do with it... The British GP has seen huge attendances since F1 started and will continue to do so when Hamilton retires. However that does assume there will be a British GP by the time Hamilton retires...

I find this 'he didn't notice the second impact' argument hilarious. Certain psychological pressures can lead to mental breaks as described, but that wasn't a situation traumatic enough to blank out oooh I hit a car quite hard and my car somewhat jumped with the impact... It's not silly as an idea it's ludicrous.

I agree as well. Not all of the Marshall in Aus are unpaid either. The top ones are paid and the other spots are filled by volunteers. In fact, I think the paid ones are often sent to other circuits to train their staff. Baku for instance had Aussie marshals present to train the local guys. I think the same was true for Aussie marshals at Singapore and Malaysia. I can tell you right now that I would jump at the chance to be an unpaid marshal at the Melbourne Grand Prix. However I looked into it and the waiting list was too long. What is not to like about getting up and close to the action and getting it for free. You get a better spot on track than anyone else and probably a few more perks to go with it. However being an Aussie, I follow this story a bit more closely. The problem here isn't with marshals. The labour hire firm got people to work for free in "customer service". i.e. directing the public and so on. They probably got no-where near the track and few if any perks. I wouldn't volunteer to do that job ever. Heck, I wouldn't do that job if I was paid! This oversteps the mark and is just exploitation. If it's the Olympics, then OK, but this is F1 and there is money to pay these people.

My argument to this is: Vettel did the action on track, his decision, his action, his driving. As long as the penalty is consistent, any action taken by the stewards or FIA is not a championship being decided off track as with any driver error, it's down to the driver.
