You have a valid point and we looked at the risks before investing in them. As we mentioned in the blog that we did not invest in SBI, Bank of Baroda because of the greater risks. We think that HDFC Bank and Axis bank are fundamentally good companies to invest for long term and therefore investing in good companies when their share price is undervalued has lower risk not higher risks.

Με επιτυχία στέφθηκε η πρώτη δοκιμή από τις αμερικανικές ένοπλες δυνάμεις ενός όπλου λέιζερ υψηλής ισχύος που είχε τοποθετηθεί σε επιθετικό ελικόπτερο Apache AH-64.

Στην επίδειξη, που έγινε στο πεδίο δοκιμών White Sands του Νέου Μεξικού, το όπλο λέιζερ εντόπισε, στόχευσε και έπληξε στόχο εδάφους σε απόσταση περίπου 1,4 χλμ.
Το όπλο, που ανέπτυξε η εταιρεία Raytheon, είναι σχεδόν αθόρυβο και οι βολές του σχεδόν αόρατες, γεγονός που καθιστά ιδιαίτερα δύσκολη την ανίχνευσή του από τους εχθρούς και μπορεί στο εγγύς μέλλον να χρησιμοποιηθεί στα πεδία των μαχών.

The US military's experiments shooting lasers from vehicles continue with another important milestone: Laser-equipped attack helicopter fired at targets for the first time. The US Army keeps getting better at nailing UAV targets with ground-based truck lasers, but it's harder to fire accurately from helicopters. Not only does their position fluctuate with airborne conditions, but their whole frame vibrates as their rotors spin fast enough to keep the whole vehicle aloft. Hitting a target almost a mile away from the air, as the Army just accomplished in a New Mexico tests series, is a big deal.

          Cybersecurity job market to suffer severe workforce shortage   

The global cybercrime epidemic - predicted to cost the world $6 trillion annually by 2021 - is creating an unprecedented shortage of cybersecurity workers.

These 10 facts, figures, statistics, and observations sum up the employment crisis - and offer a few ideas and programs that may help solve the problem:

  • The 2014 Cisco Annual Security Report ventured what became a widely popular cybersecurity jobs forecast over the past three years, originally stating “It’s estimated that by 2014, the industry will still be short more than a million security professionals across the globe.”
  • Cybersecurity Ventures predicts there will be 3.5 million unfilled cybersecurity positions globally by 2021. Every IT position is also a cybersecurity position now. Every IT worker, every technology worker, needs to be involved with protecting and defending apps, data, devices, infrastructure, and people. If that is true, then the cybersecurity workforce shortage is even greater than what the numbers suggest.
  • The cybersecurity unemployment rate was zero percent in 2016, and it's expected to remain there from 2017 to 2021. “The field of cyber security is the least populated of any field of technology," according to John McAfee. "There are two job openings for every qualified candidate."
  • In 2017 the U.S. employs nearly 780,000 people in cybersecurity positions, with approximately 350,000 current cybersecurity openings, according to CyberSeek, a project supported by the National Initiative for Cybersecurity Education (NICE), a program of the National Institute of Standards and Technology (NIST) in the U.S. Department of Commerce.
  • The current number of U.S. cybersecurity job openings is up from 209,000 in 2015. At that time, job postings were already up 74 percent over the previous five years, according to a Peninsula Press analysis of numbers from the Bureau of Labor Statistics.
  • The National Association of Software and Services Companies (NASSCOM) recently estimated that India alone will need 1 million cybersecurity professionals by 2020 to meet the demands of its rapidly growing economy. Despite having the largest information technology talent pool in the world, India is highly unlikely to produce an adequate number of professionals to close the cybersecurity skills gap.
  • The Palo Alto Research Center and Symantec have both projected the demand for cybersecurity talent would rise to 6 million jobs (total jobs, filled and unfilled) globally by 2019.
  • Right now, about 65 percent of large U.S. companies have a CISO (Chief Information Security Officer) position, up from 50 percent in 2016, according to ISACA, an independent, nonprofit, global association. Cybersecurity Ventures predicts that 100 percent of large companies globally will have a CISO position by 2021. The cybercrime and related workforce shortage is severe – and organizations need security leadership with a solid or dotted line to the CEO in order to remedy the problem.
  • The cybersecurity industry has a gender problem. Women hold only 11 percent of cybersecurity positions globally. Yet, they hold 25 percent of tech jobs, and they make up 50 percent of the population. Palo Alto Networks has identified the Girl Scouts of USA, with 1.8 million girls, as a potential source of future women in cyber. A new program will enable K-12 Girls Scouts to earn a series of 18 cybersecurity badges.
  • Two out of three high schoolers say the idea of a career in cybersecurity had never been mentioned to them by a teacher, guidance or career counselor, according to Raytheon. IBM is sponsoring alternative education models such as Hacker Highschool and Pathways in Technology Early College High School (P-TECH), while defining new workforce approaches to reach a broader pipeline of employees based on skills, experience and aptitudes as opposed to traditional hiring models which focus on degrees alone.

Одной из главных тем последних дней является недавний инцидент в небе Сирии. Истребитель военно-морских сил Соединенных Штатов сбил сирийский самолет Су-22. Обсуждение этого события, его причин и возможных последствий не прекращается до сих пор. При этом обсуждаются в основном военно-политические аспекты. Тем не менее, недавний инцидент имел некоторые любопытные особенности технического характера. Они тоже не смогли скрыться от взора специалистов.


Технические особенности воздушного боя в небе Сирии стали поводом для появления статьи «Why America’s Mighty Military Doesn't Always Dominate the Battlefield» («Почему могучий воин Америки не всегда доминирует на поле боя») в американском издании The National Interest. Статья за авторством известного специалиста в области вооружений Дэйва Маджумдара была опубликована 25 июня в рубрике «Безопасность». Как ясно из названия, темой статьи стало неполное соответствие заявлений официальных лиц и фактических характеристик существующего вооружения.

Свою новую статью американский автор начал с напоминания о недавних событиях и констатации очевидных фактов. Так, несколько дней назад над сирийской провинцией Ракка американский палубный истребитель сбил истребитель-бомбардировщик Су-22 военно-воздушных сил Сирии. По мнению Д. Маджумдара, этот инцидент прекрасно демонстрирует правду современной войны: не всегда оружие работает именно так, как говорится в его рекламе.




Два истребителя-бомбардировщика Boeing F/A-18E/F Super Hornet, взлетевшие с палубы авианосца USS George H.W. Bush (CVN-77) встретили сирийский самолет Су-22 и вступили с ним в воздушный бой. Сражение велось на коротких дистанциях, и американские самолеты использовали ракетное вооружение соответствующего класса. Как сообщало информационное агентство CNN, впервые в истории самолеты F/A-18E/F вступили в бой с Су-22 и использовали при этом управляемые ракеты «воздух-воздух» AIM-9 Sidewinder. Примечательно, что американские журналисты использовали для описания Су-22 эпитеты «винтажный» и «антикварный».

Д. Маджумдар отмечает, что американское военное ведомство пока не публиковало никаких подробностей, касающихся хода воздушного боя и использовавшейся в нем материальной части. Тем не менее, есть все основания считать, что самолеты США использовали ракеты AIM-9X – самой последней модели «долгоиграющего» семейства Sidewinder, отличающейся повышенным потенциалом в контексте ближнего воздушного боя.

Пилот самолета F/A-18E/F выпустил ракету с инфракрасной головкой самонаведения с дистанции около полумили, что мало даже по меркам ранних ракет AIM-9. Несмотря на это, ракета перенацелилась на ложные тепловые цели, выпущенные сирийским самолетом. После этого пилот ВМС Соединенных Штатов был вынужден использовать ракету Raytheon AIM-120C AMRAAM – несравнимо более дорогое оружие со значительным превосходством по дальности и активной радиолокационной ГСН. Только запуск второй ракеты привел к поражению цели.

Исходя из имеющейся информации, автор The National Interest интересуется, как получилось, что воздушный бой выглядел именно таким образом? Почему устаревший самолет Су-22 смог использовать не самые новые ложные тепловые цели, которые успешно «приманили» управляемую ракету AIM-9X самой последней модели, оснащенную самой современной головкой самонаведения?

Д. Маджумдар напоминает, что одной из целей проекта AIM-9X было создание новой ГСН, способной работать даже в условиях серьезного противодействия противника и использования им ложных тепловых целей. Подобные возможности появились у ракет Sidewinder еще в восьмидесятых годах прошлого века, но в случае проекта с литерой «X» речь идет о значительном росте такой защиты. Тем не менее, по-прежнему существуют некоторые серьезные проблемы. Во-первых, технологии никогда не бывают совершенными. Кроме того, у противника всегда могут оказаться «тузы в рукаве».

Однако, как отмечает автор, американские ракеты «воздух-воздух» всегда демонстрировали достаточно высокие показатели боевой эффективности и вероятности поражения цели. В ходе различных испытаний и учений, таких как Combat Archer, высокие характеристики подтверждались неоднократно. Впрочем, показатели ракетного вооружения во время реальных конфликтов самым заметным образом отличались от полученных во время учений.

Самым лучшим примером подобного неприятного явления Д. Маджумдар называет войну во Вьетнаме. На тот момент основной ракетой «воздух-воздух» военно-воздушных сил и морской авиации Соединенных Штатов была AIM-7 Sparrow. Во время испытаний и проверок была получена вероятность поражения цели на уровне 80-90%. Позже, во время операционных испытаний в вооруженных силах этот параметр сократился до 50-60%. Таким образом, как отмечает автор, реальные результаты развертывания были буквально катастрофическими.

Не лучше обстояло дело с ранними версиями ракет AIM-9 Sidewinder. Первые изделия этого типа были использованы еще в начале войны во Вьетнаме, во время операции Rolling Thunder. Тогда успехом завершилось всего 16% запусков. Из 187 ракет лишь 29 поразили свои цели. Что касается ракеты AIM-7 Sparrow, то ее реальная эффективность оказалась ниже самых худших ожиданий. Было проведено 340 запусков и поражено только 27 целей – лишь 8% успеха. К поздним этапам войны во Вьетнаме ситуация изменилась незначительно. Так, в ходе операций Linebacker I и Linebacker II в 1972-73 годах вероятность поражения цели ракетами AIM-7 выросла до 11%, а AIM-9 – до 19%.

По данным Центра стратегического и бюджетного анализа, к началу войны в Персидском заливе в 1991 году вероятность решения задачи заметным образом повысилась. Последние модификации AIM-7 теперь поражали цель в 51% случаев, а ракеты AIM-9 показывали 67-процентную вероятность решения поставленной задачи.

Вероятность поражения цели ракетами AIM-9X и AIM-120C засекречена, хотя и известно, что такое оружие, в целом, хорошо показывает себя во время испытаний и учений вооруженных сил. Однако, как и некоторые ракеты предыдущих моделей, изделие AMRAAM пока не использовалось в боях в больших количествах, и потому достаточная статистика его боевого применения отсутствует. Впервые ракеты AIM-120 были использованы во время «Бури в пустыне». Впоследствии таким оружием оснащались самолеты-участники операции Iraqi Freedom. Всего американские летчики использовали против целей, находящихся за пределами прямой видимости, 13 ракет. Из них 6 поразили свои цели. Также на счету ракет AMRAAM с недавнего времени имеется сирийский Су-22, однако в этом случае оружие применялось на малой дальности, т.е. фактически не в соответствии с его предназначением.

Д. Маджумдар не располагает информацией о предыдущих случаях применения ракет AIM-9X. При этом он предполагает, что недавний инцидент над Табкой стал «дебютом» такого оружия в деле борьбы с пилотируемыми самолетами. Однако во время воздушного боя новейшая американская ракета была «обманута» тепловыми ловушками старой модели, еще советского производства. Если учитывать передовые технологии, использованные при создании ракеты Sidewinder последней модели, «древние» ложные тепловые цели до сих пор остаются серьезной проблемой. Такое положение дел может шокировать.

Что интересно, подобная проблема не является новинкой и имеет место, как минимум, с восьмидесятых годов. Тогда была разработана и принята на вооружение новая модификация ракеты AIM-9P, изначально имевшая возможность работать в условиях применения противником ложных целей. Тем не менее, вскоре выяснилось, что головки самонаведения по-прежнему предпочитают наводиться не на мишени, имитирующие самолеты, а на тепловые ловушки. В качестве иллюстрации этой проблемы Д. Маджумдар приводит рассказ Джона Манклэрка – бывшего командира 4477-ой эскадрильи, отвечавшей за проведение испытаний и оценку новых образцов. Рассказ офицера был записан в 2012 году авиационным журналистом Биллом Суитменом.

В середине восьмидесятых ЦРУ предоставило 4477-й эскадрилье устройство выброса ложных тепловых целей, снятое со сбитого в Афганистане самолета Су-25. Освоение этого устройства не заняло много времени – специалистам нужно было лишь разобраться с выходящими наружу проводами. Уже через четыре часа после начала работ в распоряжении эскадрильи оказался самолет МиГ-21, оснащенный самой современной советской аппаратурой защиты.

В 1987 году специалисты ВВС получили для проведения испытаний ракеты AIM-9P Sidewinder, имевшие определенную защиту от ложных целей. Когда для испытаний применялись ловушки, изготовленные в США и по американским проектам, опытные ракеты игнорировали их и успешно наводились на цель. При этом в распоряжении испытателей имелось некоторое количество аналогичных изделий советского производства. Советские цели были грязными, ни одна из них не была похожей на другие. Однако ракета AIM-9P буквально сказала «мне нравится эта ловушка!» Результаты таких испытаний произвели большое впечатление на специалистов и заставили их обратить внимание на серьезную проблему.

Дж. Манклэрк объяснил причины таких неприятных явлений. Ракета AIM-9P разрабатывалась и испытывалась с использованием американских ложных тепловых целей. Аналоги последних, выпускавшиеся в Советском Союзе, имели массу отличий. Они отличались временем, интенсивностью горения и другими параметрами. Схожая ситуация имела место и при попытках создания имитаторов зенитных ракетных комплексов: получив реальные образцы, американские специалисты видели самые серьезные отличия. Бывший командир испытательной эскадрильи отмечал, что он может рассказывать подобные вещи о ракете AIM-9P только по той причине, что она выводится из эксплуатации. При этом подобные вещи происходили и с другими американскими изделиями, которые до сих пор состоят на вооружение и о которых пока нельзя рассказывать.

Подводя итог своей статьи, Д. Маджумдар предполагает, что одним из образцов перспективного вооружения, показавшего неоднозначные результаты, но все же принятого в эксплуатацию, вполне может быть новейшая ракета AIM-9X Sidewinder. Именно это и объясняет результаты недавнего воздушного боя в небе Сирии. Статья завершается вольной цитатой из стихотворения Роберта Бернса «К полевой мыши»: «The best-laid plans of mice and men often go awry definition» – «Ах, милый, ты не одинок: и нас обманывает рок, и рушится сквозь потолок на нас нужда» (перевод С.Я. Маршака).

18 июня в воздушном пространстве сирийской провинции Ракка самолет Су-22 выполнял удар по позициям одной из террористических группировок. По американским сообщениям, под удар истребителя-бомбардировщика попали бойцы одной из оппозиционных вооруженных структур, вследствие чего Соединенные Штаты приняли решение об атаке ударного самолета. Пара палубных истребителей вступила в воздушный бой с сирийским самолетом и вскоре сбила его. При этом, по имеющимся данным, воздушный бой заметно затянулся, и даже самое современное ракетное оружие не позволило решить поставленную боевую задачи за минимальное время.

Имевший место воздушный бой проходил с явным преимуществом американской авиации, однако реализовать превосходство не удалось. Как стало известно, главной причиной этого стало применение сирийским летчиком не самых новых и совершенных средств защиты, которые, однако, выполнили поставленную задачу. Из-за этого пилотам ВМС США пришлось использовать не по назначению ракету средней дальности, защищенную от инфракрасных помех.

Этот инцидент действительно стоит того, чтобы комментировать его цитатой из Р. Бернса или русской пословицей про бумагу и овраги. Реальные показатели эффективности ракеты оказались заметно ниже расчетных, причем по самым странным и неожиданным причинам. Возможность результативного использования старых советских ложных тепловых целей против самых современных управляемых ракет «воздух-воздух» является серьезным поводом для беспокойства. Она приводит к тому, что американские самолеты с самым новым оружием не смогут гарантированно уничтожать даже устаревшую авиационную технику отсталых в техническом отношении стран. Что еще хуже, подобные проблемы появились не сегодня и не вчера, а сохраняются в течение нескольких последних десятилетий.

Если информация Д. Маджумдара о безуспешном применении ракеты AIM-9X Sidewinder, опубликованная в его статье «Why America’s Mighty Military Doesn't Always Dominate the Battlefield», соответствует действительности, то можно примерно представить, чем в ближайшем будущем будут заниматься американские разработчики ракетного вооружения. Им предстоит вновь заняться проблемой защиты инфракрасных ГСН от ложных тепловых целей. Без решения этой проблемы реальная эффективность истребительной авиации в ближнем воздушном бою будет значительно ниже желаемой и требуемой. Удастся ли создать новую ракету «воздух-воздух», действительно игнорирующую ловушки, и сможет ли могучий американский воин вновь доминировать на поле боя – станет известно в будущем.

          My Ideal Stock Report   
So, if I was going to create my own stock report and put what I wanted in it, this is what it would look like right here:

May 10, 2009 - Sunday Evening

The market had a big turnaround Friday to a higher high for the Dow30 and the SP-500 and clears the path for a continued uptrend. The Nasdaq Composite looks like it is taking a rest as technology stocks have been far ahead of the other indices these past weeks. The financials catapulted the Dow and S&P and these two charts look very strong for more likely gains.

At the same time we have euphoria with bullish market conditions that easily gives profits to the lazy investor we cannot ignore the technical indicators that are giving overbought conditions on a short term basis. The VIX-X, Chicago Board of Options Market Volatility Index is a measure of “fear” and this looks like we should have a short term correction that may start this week. Sentimentrader’s Smart money/dumb money index and Telechart’s T2108 chart shows strong overbought conditions and S&P Oscillator shows mild overbought, Investor’s Intelligence is a slower indicator to develop but confirming other indicators. Remember these are short term indicators and will “reset” themselves once we have a short term correction.

We then would look to see if the market is going to have higher highs to resume this uptrend we have been on since March 10th.

REPEAT FROM Thursday Night: This may be a good time to close long positions on this temporary “pop” as we are seeing many stocks showing topping patterns that were once momentum stocks. We use these “early scouts” as indicators that people are starting to take profits on the high fliers.

As you have been reading in this report the last few days that many stocks are getting dangerous to buy long, remain nimble and set tighter trailing stop losses because it would only take 1-2 days of sharp corrections to give up all the long profits we have made recently. Most long positions in the stock list below are now closed as we move mostly to intraday trading (scalping) tomorrow.

The stocks that have been the hottest runs or what could be called momentum stocks, ASH, CIEN, ARO, BIDU, CLF, MEE (and many others we don’t have listed) are going to correct hardest and it is likely that we see some rebound attempt next week but my hunch is that the market will start breaking down and short opportunities with short swings will be very profitable.

So in technical analysis terms, it is possible that today was a key reversal indicator (short term) and that is my personal hunch. We are going into a transitional period where we have few positions and most will likely be now short. You could play part of your opening short positions tomorrow early and add to them as any bounce in the market occurs.

Note the life insurance stocks had a big move up today against the tide because some insurance companies were listed by the Federal Reserve as passing the stress test and not needing additional funding. The whole sector moved up, PRU, MET, HIG, PFG.


The Oil index moved up 4% today to close at $58.67 and is still shadowing the direction of the indices. Moving averages, MACD, OBV, stochastics and price charges are all starting to turn up on this sector, use XOIL as index.

Intermediate Trade Positions: NGS, Natural Gas Services is showing a nice uptrend along with the natural gas ETF, UNG. For 10 ½ months natural gas has experienced a steep drop and this recent rise in the last 8 days is the most significant of all. It is likely to see a little selling in this sector first before higher advances are made. So the best process is to let it run its current run and then pullback before opening a position.

It is good to see the companion sector of oil moving up as well so monitoring XOIL and other oil and gas stocks like XTO, EOG, COG, GMXR, APA, ATPG, CNQ, and SNP would be good to get a feel of the oil and gas sector.


Swing Trades: CMG, Chipotle Mexican Grill has more downside but let it rebound up to $80+ before considering opening a small short position.

MEE rebounded Friday but monitor this as a potential swing short trade assuming it does not make a higher high over last Thursday’s high. It looks a little on the weak side so be prepared to open a small short if it doesn’t move above $23.50 tomorrow.

Potential short swings:

ABG, Asburn Automotive is starting to turn over but still needs another spike down tomorrow to confirm a short candidates. This needs a little more time to convince us that it does to go higher highs before shorting.

ADCT, ADC Telecomm looks like a very good short idea that was opened today and is likely going to break down over the next two weeks. Worth a short position tomorrow.

REPEAT: For aggressive traders or very small position: In the next 4 to 6 weeks, look for GM, General Motors to do a reverse split and watch for opportunity to sell short or work with long put options or selling calls short. This won’t happen for some time. They plan to do a 1 for 100 shares reverse split. That will put the stock at $185 at current pricing and reverse splits are desperation attempts to stay listed on the exchange, usually done by deeply troubled companies financially. This last gasp for air strategy rarely works.

Day Traders/Intraday stock ideas: CMG, Chipotle Mexican Grill swing trade short was covered Friday morning and may give another short opportunity (2nd helping).

MEE, Massey Energy and PCX, Patriot Coal both had excellent scalps, 8.5% for MEE and 11.8% for PCX. Look for a slight pop and a drop but don’t expect for the same big profits as on Friday. These could give both long and short scalps. Intraday trading is pumping out strong profits most every day now and I see that pattern continuing. As usual, look for good intraday trades in GMXR, FSLR, ICE, BLK, CME, BIDU, AMZN, WHR, IPI, POT, MON, MOS, COG, EOG, XTO, AAPL, WFC, JPM, BAC, WFC, JPM, C, and USB or any high volume, high volatility stocks. CSIQ and STP had big short scalps, 9.3% for CSIQ and 10.8% for STP.

Don’t focus on the past or beat yourself up what you did or didn’t do or what you should have done. Just keep playing the next shot, which in this business your next shot could be just sitting on the sideline.

If you have been uncomfortable shorting stocks, which most people are, try to learn this technique, it will be a useful tool in the coming years.

When I list several stocks from the same sector, like the housing industry for example, don’t short all of them unless you are well diversified and it represents a small percentage of your total stock account (in that same account).

Stay in position sizes without letting any intraday trade represent no more than 10-15% of your total account value. As you build your account, your position size percentage should get smaller and smaller to lower your risk.

China unveiled its Type 055 naval destroyer on June 28, the latest step in its decade and a half of military buildup. The new Chinese destroyer outcompetes U.S. destroyers and cruisers, highlighting a major failure in U.S. Navy planning that stretches back to the 1990s. Given the 055’s long-range supersonic YJ-18 and YJ-12 over the horizon (OTH) anti-ship cruise missiles (ASCMs), the Chinese destroyer currently outcompetes U.S. Arleigh Burke class destroyers and bigger Ticonderoga class cruisers. Both ships rely on fewer and shorter-range Harpoon anti-ship missiles (ASMs) and aircraft carriers that are themselves vulnerable to China’s ballistic missiles. The U.S. Long Range Anti-Ship Missile (LRASM), under development since 2009, would right the balance, but not for years to come, and meanwhile we must assume China will continue improving its capabilities. Reaction times to the latest supersonic and hypersonic anti-ship weapons can be as short as 15-30 seconds. The YJ-18 and YJ-12 are inspired by Russian design, and the threat environment is complicated by unconventional technologies such as Russian-made anti-ship missiles camouflaged as commercial shipping containers. The U.S. Standard Missile-6 (SM-6) ASCM variant, which may be deployed before 2020, has less range than its Chinese counterparts. China’s military development cooperation with Russia, and fielding of the 055 destroyer, will fuel already-existing incentives for conventional first strike options, political tension and an arms race with the U.S., Japan, South Korea, Australia, Indonesia, and India. The arms race and tensions will hurt each country’s economic growth and international trade, as well as increase the risk of military conflict.

As military technology gets more sophisticated, a naval arms race in Asia will lead to military systems on hair-trigger alerts. The danger is that, as in World War II with Japan, China could one day calculate a military advantage to striking first with an array of air, sea, and rocket-delivered conventional weapons that could debilitate U.S. Navy vessels in the Pacific, as well as other regional U.S. bases. China is prepared to do so, at least in the South China Sea. According to Captain James Fanell (USN ret), former Director of Intelligence for U.S. Pacific Fleet, China has since 2015 adopted a man-to-man, rather than zonal, defense against U.S. Navy ships that traverse those international waters. China’s trend towards shadowing U.S. ships in the East China Sea is the same, according to Fanell, so we should assume that U.S. destroyers and cruisers there have been highly vulnerable over the past two years, and until at least 2021 when a subsonic U.S. ship-based ASCM will be fielded.

A Chinese conventional first strike against U.S. military forces in Asia is now technically plausible, and backed by China’s consistently preemptive naval, missile and cyber doctrines. This gives an incentive to the U.S. to itself strike first, especially if Chinese nuclear retaliation is calculated as unlikely. Such preemptive strikes, by either side, would lead to major power military conflict that would start with multiple nuclear powers, rather than end with one nuclear power as did World War II. It would be the most destructive war in world history, and so military technologies such as China’s 055 destroyer armed with YJ-18 ASCM that upset the balance of power in Asia are profoundly destabilizing and contrary to what one should expect from a status quo power. Such technologies are therefore ultimately counter to China’s broader commercial and security interests.

According to Fanell, U.S. Navy warship anti-ship cruise missile programs are just now being developed. Fanell said, "And how long will [it be before] LRASM or SM-6 numbers reach the numbers the PRC already has with the YJ-18? We appear to be behind the power curve for what could be a rather long time just as the PRC begins to consolidate its territorial claims in the maritime domain of the South and East China Seas over the next decade." Fanell has long argued for increased U.S. naval spending.

China’s 055 destroyer is for the first time among Chinese surface combatants capable of land attack missions. Just as U.S. and Russian destroyers have attacked land targets in Syria, we will likely see the advent of a more territorially aggressive Chinese navy in the next decade. Last month, China’s state-run media, the Global Times, quoted military expert Song Zhongping as saying, "The 052D, a 7,000-ton-destroyer with 64 launch units, is designed for tasks including anti-aircraft, anti-submarine and anti-warship defense, while it does not and should not be required to have ground attack capability, which should be carried out by bigger destroyers, the coming 055." The 055 modular weapons system includes the capability to launch the nuclear capable CJ-10 land-attack cruise missile.

The 055 is a 10,000-tondestroyer, but under a full load it displaces 12,000 to 14,000 tons of water. It could as easily be classed as a cruiser. There are 3 more under construction, and 4 on order, for a total of 8 “Renhai” 055 destroyers. The 055 has stealth features and up to 128 Vertical Launch System (VLS) tubes for missiles capable of hitting air, land, and sea targets. The VLS can also launch anti-satellite and anti-ballistic missiles currently under development by China. The stern of the ship has a hangar to accommodate two Z-18 anti-submarine warfare helicopters and vertical-launch unmanned aerial vehicles. The sophisticated 055 bow-mounted and variable depth sonars and dual x- and s-band radar systems can see hostile air, surface, and underwater objects up to 600 km away, as well as track smaller nearby projectiles. The 055 fuses this data with other Chinese ship, air, and satellite sensors for a global view of the battlespace.

The 052 destroyers can also launch nuclear-capable missiles, and each has 64 VLS tubes. There are 4 operational 052-class destroyers, and 8 more under construction. This makes 20 total 052 and 055 Chinese destroyers capable of blue water operations far from shore. The relative lack of Chinese rearmament ships will not heavily affect Chinese destroyer operations in the South and East China seas, on which China appears to be focusing its maritime territorial growth.

Another 25 smaller 056-class Chinese frigatesare operational, with 60 likely to be constructed in the coming years. These are also optimal for operations closer to China, for example in the South and East China Seas, or against Japan, South Korea, or Taiwan.

The 055 competes directly with the U.S. Navy’s Arleigh Burke class destroyers and Ticonderoga cruisers, which are the main delivery system for naval surface combatant firepower globally. The Ticonderoga class cruisers currently have 16 operational ships and 6 undergoing refurbishment at any given time.

There are 62 Arleigh Burke’s worldwide, and the U.S. Navy is building 14 more. They are smaller and carry less firepower than the 055’s. The Arleigh Burke destroyers displace 8,000 to 10,000 tons and have up to 96 VLS launch tubes each. That is a lot of potential firepower. But what debilitates the Arleigh Burke destroyers is their reliance on 8 Harpoon ASM tubes each, the range of which is limited to only 67 nautical miles compared with the YJ-18’s 290 nm range. Harpoon missiles do not fit into VLS tubes.

According to naval analysts, some of the U.S. destroyers in Asia do not even carry their full complement of Harpoon ASMs, and since 1999, the Arleigh Burkes have not had any Harpoon launchers installed. Most U.S. destroyers, therefore, have only token anti-ship capabilities, making them vulnerable to a debilitating first strike in case of war. As Senior Fellow at the Center for Strategic and Budgetary Assessments Bryan Clark noted in testimony to Congress in 2015,

“So if I want to shoot another ship and I am a surface ship, I have to wait until I am within Harpoon range if I have Harpoons even onboard, which means I am probably half of the distance that he can reach me. So he can — I am well within his weapons envelope when I do that.”

Professor of Strategy James Holmes at the U.S. Naval War College has some harsh words for the lack of a long-range ASM capability on U.S. cruisers and destroyers.

“The originators of this mismatch were the service chiefs back in 1992, who in a directive called From the Sea declared that there was no one left to fight after the Cold War and thus that our navy should reinvent itself as a "fundamentally different" naval force, [i.e.], a force that didn't have to fight to control the sea, and thus could concentrate on noncombat missions. When you get a signal like that from top leadership, what do you do? You stop training and equipping to fight rival navies, and you stop upgrading your armaments. After that it was inertia. No one corrected the mistake, and no one really started trying until CNO Greenert.”

Admiral Jonathan Greenert served as Chief of Naval Operations from 2011 to 2015. Bryan McGrath, who commanded an Arleigh Burke class destroyer from 2004 to 2006, toldCongress in 2015 that because of the lack of an effective anti-surface warfare (ASuW) capability on the surface fleet, it has to rely for defense on air and submarine-delivered capabilities.

“That decision and decisions about how to allocate missions within the portfolio — surface, subsurface and aviation — has led to a situation in which ... the Navy looks at the surface force, as something that needs to be protected by the air wing. I think that needs to be questioned…. As part of the peace dividend and in recognition of the lack of a blue water threat, the Harpoon missile system was removed from the Flight IIA Arleigh Burke Destroyers as a corporate Navy decision was made to rely on the carrier air wing and the submarine force to perform the ASuW mission.”

Reliance on submarines and the carrier air wing limits the ability of surface combatants to execute missions individually, and entails risk from destruction of a single component in the system, effectively making the entire highly complex network as vulnerable as its weakest link. Fanell says, "We have this belief that Carrier air cover will always be there to protect our fleet and sink enemy ships … but what happens when a DF-21D or DF-26 sinks or seriously damages our aircraft carriers? Or when one of the PLAN Song, Yuan, or Shang submarines attacks our carriers with supersonic YJ-18 ASCMs … or PLAAF/PLANAF fighter bombers attack with air launched ASCMs? It seems to me that prudent military planning would take this into account and adjust our acquisition strategy accordingly … meaning the USN would have a surface fleet that could survive on its own by having the capability to fight other PLAN combatants mano-e-mano."

The U.S. Navy has made efforts at improving its ship-based ASuW capabilities. The SM-6 was recently converted for use as an ASM, but its range is only 250 nm compared to the 290 nm range of China’s YJ-18. The Navy has not even fielded the ASM variant of the SM-6. According to Fanell, “the SM-6 ASM variant that was successfully tested in Hawaii last year ...may be fielded sooner than 2020 … but again, it is a piecemeal approach that is behind the timeline of PLAN production and fielding.”

The Next Generation Land Attack Weapon (NGLAW), which also has an anti-ship function, will not enter U.S. Navy service until 2028 or 2030. Tomahawk cruise missiles, with a range of 1,000 nm, are also undergoing modification for an ASCM capability, but are subsonic and therefore more easily targeted. They will not be fielded until 2021, and will likely go out of service in 2040. Until then, and if China’s surface fleet has an anti-missile system capable of downing the slow Tomahawk, Navy destroyers and cruisers are uniquely vulnerable to China’s 052 and 055, armed with the long-range YJ-12 and YJ-18 ASMs. This vulnerability is a major mistake in naval planning that has led to the dangerous reliance of destroyers and cruisers on deterrence from aircraft carriers, submarines, and strategic escalation.

China’s new destroyer will fuel already-existing plans in the U.S. for increased naval spending, which will in turn lead to more naval spending in China. This is a costly arms race fueled by a security dilemma on the U.S. side, and territorial aggression on the Chinese side. China knows it has nothing to worry about in terms of U.S. initiating conflict were China a status quo power. But China is courting major power war through new military technologies that alter the status quo, at the same time as it initiates zero-sum territorial conflicts with multiple U.S. allies, including Japan in the East China Sea, the Philippines in the South China Sea, Taiwan (for its sovereignty), India in the Himalayas, and South Korea through China’s proxy North Korea.

The ground attack capability of the 055 should be of especial concern to Taiwan, whose territory is already under threat by ground-based missiles across the strait in mainland China. Because of China’s military buildup and territorial aggression, even during President Obama’s 8 years of relative pacifism toward China, it appears that China does not seek to be a responsible member of the international system. It seeks regional hegemony, even at the expense of strong U.S. allies like Japan, South Korea, Australia, and the Philippines. It seeks increased global influence and power projection capabilities, including through a string of naval ports reaching to Africa, and blue water naval vessels such as the 055 destroyer.

According to Fanell, the 055 launch “should be another wake-up call for the USN. This is a formidable combatant...that again out-guns/out-sticks its rivals in the USN.  Watch for this to be mass produced over the next 5 years [with] numbers approaching a dozen at least.” Professor James Holmes, Professor of Strategy at the Naval War College, has made a similar argument regarding China’s coming superiority in submarine deployments.

With the Chinese Navy gaining in absolute numbers of naval combatants over the U.S., Fanell said, “a 350 ship navy that cannot engage and sink other nation’s warships is not acceptable.” The current USN of 276 ships is projected by President Trump to grow to 355. If achieved by 2035, 355 ships would cost $107 billion per year, every year, until 2047. According to Holmes, “We'll be lucky to break 300 ships by 2020, no matter what Congress does…. We have some old stuff we could recommission, but (unlike the Iowa class battleships in the 1980s) those ships already have an awful lot of mileage on the odometer.”

China has plans to reach 351 ships by 2020, almost all of which will be concentrated in Asia. The U.S. will only devote about 60% of its Navy to the Pacific. That gives China the advantage in an Asian naval contest in 2020, with 351 Chinese ships against about 180 U.S. ships. Holmes points out that,

“Absolute numbers aren't everything. The Soviet Navy outnumbered us throughout the Cold War and we got by. We were better on a ship-for-ship basis than they were. Still, numbers are important. Plus, this isn't just a fleet-on-fleet competition. We're talking about a fraction of the U.S. Navy matching up against the whole of the PLA Navy backed by the PLA Air Force and the PLA Rocket Force -- i.e., the PLA Navy backed up by a large arsenal of land-based planes, cruise missiles, and ballistic missiles. That's a lot of firepower to supplement the PLA Navy fleet. That could be China's great equalizer even if we remain stronger on the whole.”

The next four years are a critical period of vulnerability for the U.S. Navy. China will have a bigger and more concentrated surface fleet in Asia than will the U.S., and it will be better armed. It is no surprise that China, which cares little for international law or the status quo, is risk-acceptant, and subscribes to the principle that might makes right, is taking advantage of its regional naval superiority to take territory in the South and East China seas with impunity. It is no surprise that our allies have cold feet and are hedging towards China with economic and security agreements. It is an avoidable tragedy of our own making. We have watched since the early 1990s while China made great economic and military strides, often with our stolen technology. Yet we have not sanctioned it for its failure to make progress on international common values, such as democracy and human rights, that would make it a responsible international partner in terms of peace and stability.

Now we are paying the price, starting in the South and East China seas. According to Holmes, China’s regional strength “probably does help explain their confidence in the China seas.” If the U.S. cannot convince China to back away from its militarization and territorial revanchism in Asia, we will be forced into a dangerous and costly arms race, Cold War brinkmanship, or even conventional preemptive strike, to stop China’s expansion. The only other option will be conceding more territory and relative military power that will eventually lose us any vestiges of global moral, military, and economic leadership that remain after failing and debilitating wars in Afghanistan and Iraq, and our general weakness against Russia and China’s territorial expansion. That will also lose us allies. It arguably already has.

China has given the U.S. a moment of truth. Will we take a stand, or continue our slide towards irrelevance? The U.S. is not the only country that needs to wake up. China is taking catastrophic risk with its growing militarism.
